Development of common agricultural, trade and transport policies. Creation of a european social fun and a european investment bank. Aimed at creating a common market for atomic energy. Program remained a junior actor in the process of integration, focused primarily on research. Effects of differences of opinion within the atlantic alliance. Vietnam, for which no european government offered open support, and which came to generate widespread public criticism of us policy. Eec needed to expand membership if it wanted to reach beyond the six original powers. Non members had mixed feelings about the community.
