Problem: many women in rural sc lack access to prenatal care. Solution: 1) expand existing residency program in oconee county that trains family physicians for care in rural areas. Provides docs with specialized training in obstetrics and performing c-sections; 2) state could offer full scholarships to medical school for physicians who contract to practice in rural/under-served communities in sc for specified number of years.
