Structure is a highly abstract notion, but the definition of structure does not abstract from everything. To do so would be to leave everything aside and to include nothing at all. Ordering principles: structural questions refer to the arrangement of the parts in the system, domestic systems are centralized and hierarchic. Gov"t institutions and offices as concrete counterparts. International political systems stand in relation to coordination. None entitled to command, none entitled to obey. Politics in the absence of government: microeconomic theory. Describes how an order is spontaneously formed from the self-interested acts and interactions of individual units-in this case, persons and firms. The character of the units: those who question the state centric view do so for two reasons states are not the only actors of importance in the international scene. States are declining in importance: find major actors in a political scene, like states, and base the rest off of them.
