If people are denied access to water they face death, and are more likely to go to war. In ancient times people would migrate to where water was available but with the development of nations and states people can"t easily migrate. Industrial growth has exacerbated water scarcity in some areas. A familiar concern: economic growth, international organizations and political leaders are powerful forces that dampen the tendency for water scarcity to cause conflict, reason human society hasn"t failed=technological and economic growth. Investment in tech enabled leaps in productivity of farmers: allows for development of aqueducts to service areas with little water, more efficient means of using water, required for survival. In regard to water war, water aid is very effective: temporary aid can be used to reduce tempers in the short term. International aid=more effective in aiding negotiations regarding provisions of water.
