Policy could only be carried out where military could enforce it. Proclamation of restoration- people who fought against the union were not restored of their political rights. Changes were not radical enough for some republicans. Louisiana refused to grant literature and voting rights to blacks. No concrete way to address folks who committed treason. Wade-davis reconstruction bill , did not enfranchise blacks but impose stringent loyal requirement on southern whites. Almost ruined lincoln"s chances of being reelected.
