After wwi several provinces granted municipalities to have involvement in healthcare. In 1943 there was talks about a national program of medical insurance to be established. The canadian medical association and canadian hospital council supported this idea. It was a larger social insurance to cover the old and unemployed. A rural province saskatchewan needed governmental support of medical care. The cooperative commonwealth federation was passed brining government support to the hospitals. Saskatchewan hospital services plan passed in 1946 brining universal, compulsory healthcare insurance system. Many other provinces followed creating their own acts. In 1957, the federal government of canada adopted the hospital insurances and diagnostic services act. Shared financing between government and province that partially compensated for economic inequalities between provinces.
