Punishment used to be barbaric, they thought crime is a sin/devil in you. New york system: isolate prisoners @ night, work silently during the day. Ex: in philidelphia, built so guards can see everything, tiny cells. Focus on offender needs, make punishment fir the crime. Rehabilitation model: focus on treatment, crime is sickness. Community model: how to prepare ppl to return home. Crime control model: punitative, crime controlled by incarciration. Federal bureau of prisons centralized, one bureau operates federal prisons. Community corrections: house arrest, fines, mandated remain in community but punished. 7% incarcerated are women, rapid growth rate while men growth rate is stable. Incarceration of women has increased based on laws/methods of law enforcement. Elizabeth fry"s principles: focused on having resources for women. Courts have nothing to do with correctional facilities, warden in charge but inmate rights were being violated. Downfall: it ended after they were sued over brutality and prison conditions, everyone sued it=became frivolous.
