A majority of badakhshan"s population today are isma"ili muslims, whereas a majority of the neighboring regions have a majority of sunni muslims. Under the soviets, badakhshan became an autonomous province with close links to moscow. In the final years of soviet rule, members of the local community asked the aga khan for guidance and assistance. 1991: 3 emissaries from the aga khan came to badakhshan (their prince and leader) The aga khan went there and brought with him a secular, transnational network of ngos. 1992: the aga khan foundation arrived in badakhshan. The tajik civil war resulted in the pamir region becoming even more isolated, because fighting blocked the only road between the capital and badakhshan. Between 150,000 and 300,000 people died in the civil war.
