The idea was that economic reconstruction would create the basis for political stability and democracy. 1961: president kennedy established usaid (the u. s. agency for international development) Margaret thatcher, prime minister of the u. l. from 1979 to 1990, supported neoliberalism, and so did ronald reagan. 1983: the u. s. government created the national endowment for democracy (ned) Ngos became a neoliberal mechanism to convey new ideas to a variety of strategic settings and to help synchronize foreign policy with political aid. In development circles, ngos were seen as a way of holding governments accountable and protecting human rights.
