Suggest rates of child maltreatment have declined if look at substantiated reports. Social problems are not always getting worse despite temptation to assume otherwise. Vmir is social problem that is getting better based on historical evidence. Several factors lead to conclude that declines are real: Family violence survey & re-survey both of which used cts -> rates of self- reported violence declined significantly over 10 year period (from 1975 to 1988)
