Terrorism: tactic used by those who seek radical change through violent means to gain power and impose their beliefs and values on others. Global community must use the resources at its disposal collaboratively to diminish support for terrorism. Demonstrate the illegitimacy of terrorist messages and aspirations. Characterized by the use of violence: in many forms and targets noncombatants, used to mean violence against civilians, now, it means use of violence by small nonstate groups to achieve political change. Differs from criminal violence: because of degree of political legitimacy. Term has a pejorative value that is useful in delegitimizing those who commit such acts. Terrorist methods and justifications do not meet ir theories-poses a problem to study them. Realists believe that terrorist actions are illegitimate b/c states alone have a monopoly on the legitimate use of physical force. Terrorism is the weakest form of irregular warfare with which to alter the political landscape.
