Response to hurricane katrina shows failure of multi-level gov to coordinate in relief efforts. Overlaps in city, county, state, and national efforts. Shows need for/value of effective intergovernmental cooperation. Need to better sort out who does what and how to be prepared next time. Problem also lies in states not wanting full authority in national gov. Emergencies tend to start out locally or in state. Handled by local and state authorities: fed comes in only as requested, also dependent on size of incidents and previous plans in place. Solid relationship between intergovernmental ppl needed to act quickly in emergencies. Do(cid:374)"t wa(cid:374)t to just (cid:373)et someone new when there is an emergency. Including failure to execute part of the plan. Need better system to know when military or upper help should be involved: need to be specific, however, people disprove of it being a first response help act, bush used military to achieve command during katrina flood.
