Seen as objects of rescue fleeing from impoverished, war-torn/corrupt states. Also makes america seem like the perfect place for refuge. Out-of place victims & nation-state as ultimate provider of human welfare. Americans located the problem within the bodies & minds of refugees rather than in the global historical conditions that produced their displacement. Remade the case for the rightness of the us war in vietnam b/c of the rescue & care for vietnam"s runaways. Refugeeness came to distinguish between the uncivilized east & the civilized west.
