Enver pasha created a secret alliance with germany and attacked russia. Even though ottomans lost, more than 1 million ottoman soldiers were mobilized and the cup broke off dependence on foreigners. The cup renounced the capitulations, introduced protectionist tariffs, and taxed foreign entities. The cup also gave govt contracts to turkish muslims, who made lots of money. Significant social progress happened: women started taking mainstream jobs and shariah courts were under a secular agency. The turkish nation depended on the ottoman war effort which enlarged the pool of trained soldiers and officers, but also the public was used to social change.
