Policymaking - the process of turning bills into laws. Decision rules - the set of laws in a constitution or other governing document that outlines how political decisions are made. Democracy - government by the people, people may engage directly in debating, deciding, and implementing policy in one form or another. Authoritarian or autocratic - governments that are nondemocratic, policymakers may be chosen by military councils, hereditary families, dominant parties, or in other fashions. Democratic presidential regime - power is split between an executive and legislative branch. Parliamentary regime - only legislative branch is elected, the cabinet and prime minister are selective by the legislature, dependent on a confidence relationship between prime minister and majority in parliament. Dismissal and dissolution power make the two branches mutually interdependent. Divided government - common under presidentialism, executive and legislative are of different parties and have separate agendas.
