Need to distinguish between general interests and narrow or particularistic interest. General interest is something that most actor within the country share. Narrow or particularistic interests are those held only by a relatively small number of actors within the country. Really to be distinct from each other. Example would be us involvement in the middle east. Could be argued that stability helps the citizens as oil prices don"t skyrocket. Or can be argued that it helps private business that want to continue to extract the oil. When we drop the unitary actor assumption and look within the states, an enormous number of individuals and groups, with a variety of interests, come into focus. What actors matter more on the topic depends on the interactions and institutions of the country. Institutions determine who runs the government, how decisions are made, and how disputes are resolved.
