Every leader has some group of people they must answer to. Those people care about the results of the policies the leader carries out. War is the most dramatic result of state policy. Rally round the flag effect: the rise in support for the us president when force is first used. Support often drops back whether the crisis ends quickly or drags on. Starting a crisis reduces the risk of removal by half (good) Being the target of demands increases removal by half (bad) Winning a war reduces the risk of removal be a quarter (good) Suffering high casualties during war increases removal. Not everyone is relevant to leaders: in non-democratic systems it is much smaller. Many people are less relevant than others - there is a small group of critical supporters. Support coalition: the set of people who currently support the leader.
