Most disputes between states are settled without resort to war. War captures our attention but it is a rare phenomenon; most states are at peace with each other. In recent years, the percentage of states at war has been low. Usually arguments are settled through bargaining, but war arises when such arguments can"t be settled through bargains. War is an event involving the organized use of military force by at least two parties that reaches a minimum threshold of severity. Organized force: rules out random, spontaneous disputes such as riots. Minimum of 1,000 battle deaths to be considered a war. Interstate war is a war in which the main participants are states.
