Secondary - minimize severity of illness or injury tertiary - minimize disability by providing rehab and care. Public health approach define health problem identify risk factors of problem. Develop and test interventions to prevent/control problems. Monitor interventions to assess their effectiveness implement interventions to improve health of population. Moral and religious concerns sex and reproduction. Why can government restrict individual freedom? to prevent harm to others - generally acceptable.
