Monroe doctrines 1823: the u. s. declared latin america and central america under us territory. It is meant as a challenge to europe. By 1900s africa has been carved up by european powers: there"s a sense of unexplored territory. Europe has claimed everything: africa is under european/french control, settler colonies, australia and canada, whiter colonies, australia was originally a place for prisoners, why go into these territiories, logic of capitalism, they need cheaper materials. They also need new people to sell too.
