When decided that a program is feasible as response to a policy problem, the government just justify the course of action. It will cost money and citizens who disagree with it or have to pay for it but don"t receive the benefits from it will be unhappy with it. There must be a lot of attention that is given to the process by which decisions are made to prove to people that it is legitimate. The process attaches the legitimate authority of the state to the policy that is chosen. It all depends on the people"s acceptance of the appropriateness of the government and policy. It matters what is decided and how it is decided: the decision can be formed properly but the decision may still be unfavorable to the people. A variable and a constant: differs among individuals and over time, general decline in confidence in american institutions has been occurring. Shows that legitimacy is declining easily too.
