Three components of rule: two hereditary, prestigious military leaders (kings) who served as the state"s religious heads and generals of its army, 28 men over 60 years old (elders, 5 annually elected of cials called ephors (overseers) Helot- a slave owned by the spartan city state: tyranny. Government gave political rights to the greatest number of people. Archons- elected of cials who ran the judicial system by rendering verdicts in disputes and criminal accusations.
