China"s economic prowess impresses the world, but their political system tarnishes their reputation. Saddam ruled iraq through fear and did not like receiving bad news: he would severely punish anyone who told him something he didn"t like. He would tell engineers to design powerful weapons and they would lie about the development. The military was depleted from sanctions, air force conflict with britain and his dysfunctional policies, shaped by his advisors lying to him. No one knew what was true or not, even in the upper ranks of the government and military. Leader preferences refer to how much the decision maker sees the desirability of several options. Environmental preferences are conditions that constrain a leader"s abilities. Politicians only use diversionary war when there are no better options from the leader"s preference, or when environmental preferences prevent another option. Extractive capacity is a state"s ability to mobilize resources.
