A partial thickness burn, as allot of the nerves will still be present. A due to the burn, there will be liquid evaporating closer to his blood vessels, which would cool down his core body temperature. Since his losing water from his body, due to evaporation and inflammation, it would trigger his receptors, which would consequently send the sensation of thirst.
