Process is initiated by one of the parties issuing a notice to bargain. Presenting an initial offer as a final offer and refusing to further negotiate. Firing/disciplining union members for reasons unrelated to work. Employer bargaining directly with employees rather than the union. Refusing to provide the rationale for a bargaining position. Involves internal rather than external relationships that exits within each organization. It is the process in which each bargaining team and the organization it represents reach internal agreement on bargaining priorities and strategies. Ensures the parties are making honest bargaining proposals. Expected to bargain with the intent of reaching a collective agreement. Pre-negotiation stage: teams determine their priorities, goals and proposals, meet informally to set the stage before negotiations begin, intra-0rganizational bargaining each side seeks concensus within their own bargaining team on bargaining priorities. Crisis stage: one or both sides decide to settle or use economic sanctions to pressure the other side into agreeing to its demands.
