Law is the body of rules that can be enforced by the courts or by other government agencies. Daily, we are exposed to many rules that do no qualify as law. Courtesy demands that we do not interrupt when someone is speaking. Social convention determines that it is inappropriate to enter a restaurant shirtless or shoeless. University or colleges rules do not fall into our definition of law since the courts do not enforce them. Just because you obey the law does not mean you are acting morally. Many choose to live by a personal code of conduct demanding adherence to more stringent rules than those set out in the law, while others disregard even these basic requirements. Substantive law establishes not only the rights an individual has in society but also the limits on his or her conduct. Procedural law determines how the substantive laws will be enforced.
