The first european settlers were the french and english is quebec and ontario, respectively. Canada is first country in the world to have a multicultural policy. Policy dealing with the change in canadian society is a result of french nationalism in quebec in 1960s. In 2006 census, people were allowed to identify with more than one ethnic background. Pierre trudeau in 1971 introduced policy on bilingualism within multicultural framework. Meant to help all minority groups be able to contribute to canada, help groups overcome cultural barriers to participate fully in canadian society, to promote relationship between groups, and to provide facilities to groups for language learning. The canadian charter of rights and freedoms 1982 mentioned multiculturalism where it said it is to preserve and enhance the multicultural heritage in canada. Multiculturalism act of 1988 mainly focuses on equality measures for all canadians. Of the 9 principles, 8 deal with equity and the last one deals with culture.
