Elite, merchants, lawyers, doctors, educated in france they believe/ accepted the idea that the government should control the press: pre-revolutionary controls number of prior censorship licensing copyrights. Printer must have the approval of the government. Every text and to be sent, the government would say yes or no, say wether it needed changes etc. Government gave copyrights to profitable books: cahiers de dol ances. List of grievances drawn up by each estate (cahiers de dol ances) Printer must have the approval of the government: early freedom of the press idea. Ver few people were advocating for freedom of the press. Those who did tended to be the philosophes and the parlements. John milton argue we need freedom of the press to reach for truth: declaration of the right of men. In the declaration a clause argue for freedom of the press. Does not argue that freedom of speech is to reach for truth but as a right.
