Anything that interrupts production by employees with a common a strike (limit output) understanding. Unfair labour practice because employees are striking while they are not in legal position to strike. No evidence of union calling meeting to tell works not to cross picket. Can inferred if from union principle of solidarity. Lock-out (but note definition of lock-out in s. 1) If it isn"t for this purpose than it"s not a lockout.
