This led to the rise of the block quebecois, initially led by former progressive conservative cabinet minister lucien bouchard. Former csn staff member, gilles duceppe won a federal by-election in 1990. He was supported by all three labour centrals. All three union centrals, opposed the charlottetown accord and supported quebec independence. Again, after losing the referendum, a pq government (now led by lucien bouchard) turned to austerity and attacked the labour movement.
