Hobbes natural law and natural rights are at odd with each other gov. t much be authoritarian in someway or the people will revert to their natural way. Locke natural law and natural rights are compatible as it teaches you that you have the right to dispose of your person, property and labour. If you agree to gov. t they do not have the right to take your property away, unless they have the permission of the legislative government. Have right to levy taxes on the people for benefits for the people. Majority rule, the legislative government is elected. A man will sooner kill someone for a slight on his honour than anything else: contracts are tacit, as the people give tacit consent, meaning that people do not have the choice to opt out. Compelling argument as to why to accept the terms of government: positive laws laws of the state.
