Supreme or ultimate authority within a defined territory. This authority is ultimately supported by a monopoly on the legitimate use of force. A sovereign force probably has an army, police force, the ability to make law, etc. Concentration of power in one level of government. Vast majority of countries in the world are unitary. A political system with a division of sovereignty between two (or more) levels of government. Belgium has more than two levels: national government, regional, and language/cultural government that has sovereignty over cultural matters. Sovereignty of provinces are entrenched in constitution. Canada, india, mexico, brazil, russia (nominally), united states, germany, Switzerland, and australia are examples of federal states. Nations with federalism are usually large in territory and ethnically or culturally diverse. Most of the sovereignty concentrated in regional government.
