Use to be the case that all nations had a form of conscription. Once you are done your time in the military you are now a full fledge citizen. Some kind of public service today, not only military. Tow markets the free (exercise, education) and the necessary (food, clothing, etc. ) And the free is where the young are habituated (via shame) Don"t want to do anything to do to shame yourself in front of elders. The free market is where we choose to go. Aristotle says that we develop via nature, habit, and reason. So the most important thing is habit and reason. We need to have civic institutions to put people in place. Need to teach basic habit and then build in rationality. We have an irrational part (desires, appetites) and the rational part (that has a practical and theoretical reason) The way to get to train our rational part is to habituate early (young age)
