Scc rst attempt at dealing with what a trial is within a reasonable amount of time. Charged with threatening, distorting and weapons against a business partner. Sept. 1986 before the trial the lawyer led a breach to the right to trial within a reasonable amount of time and ask for the charges to be stayed because there was a 2 year delay. In the application the judge stayed the charges and blamed those who are responsible for the institution (parliament) Judge in the region were in midst of a struggle to have more judges appointment and more court rooms built between judges and government for institutional resources. Court of appeal found that askov was only complaining because he was guilty. Scc then reverses the appeal courts and stressed that everyone charged is innocent until proven guilty and should have the opportunity to restore their name and reputation at the earliest possible time, therefore the trial will be stayed.
