London by sir robert peel, hence the nickname bobbies . By 1857, similar police forces were established in all major uk cities. Peel established a code of ethics for his police force. Peel"s police concept was imported into canada with the establishment of professional police departments in toronto, montreal, halifax and quebec city. Before the establishment of professional police forces in canada , law enforcement was done by the country sheriff, municipal special constables and the militia. At confederation, the federal government established the dominion police force to protect. Parliament, public buildings and public works such as canals and harbours.
