Rousseau: believed the sovereign to be the citizens working collaborative to set state laws. He also believed the sovereign will act for a general will; people will act in favour of the majority. State of nature people are free to act as they wish, within the bounds of natural law. State of war when one imposes acts sel shly against another, they are declaring a state of war. Of beginning of political society man must surrender natural liberty and enter a civil society; such societies must be governed by majority rule. Of tyranny a leader or executive body that fails to function for the bene t of the people. People may rise above those governing before they fail to function in favour of the majority. It is in the best interest of mankind for a commonwealth to rule all. The commonwealth must act to defend and protect all of it"s citizens. Man is decent as well as reasonable.
