It can be used only if a young person admits responsibility (similar to victim non-punitive model)november. This was used to help get more crime-control aspect of the criminal law when instead it could be viewed from the victim perspective (due process). Young persons were no longer looked at people who need guidance and instead people who had the same quasi responsibilities to act and be like an adult. Not a lot of information in regards to the abuse of children. The reporting of sexual abuse has skyrocketed and started in the 1980"s and once there was a problem, now that there was laws, it increased the demand for criminal sanctions to deal with the issue. Sexual abuse: victims rights and crime control: the badgley report (1984) Committee that was struct by parliament because of the use of sensational stats that had not been seen before. Study found that 1/2 female and 1/3 males were victims of sexual acts.
