Children often recognized as potential victims of sexual abuse. One of the changes that becomes apparent is when the yoa comes it is trumpeted as a system that focuses on due process rights of the accused (young persons) Young offenders population skyrockets as the due process system moves in. Increased use of criminal sanction because of the individual focus on the criminal law that ignores all other potential contributors to youth crime. 1980s crimes reported against young persons increased patriarchal society. Public saw solution as harsher criminal sanctions classic crime control response: sexual abuse, the badgley report (1984) Parliamentary committee made headlines because of statistics that came from report. Found that in the adult population, 1 out of 2 females and 1 out of 3 males were part of an unwanted sexual act mostly when young (90%) Recommended new offences be created to deal with sexual offences committed against young persons.
