Women offenders prior to 34 were housed in same prison as men but in different area. They were often given womanly tasks to do (cleaning, knitting etc ) At the beginning there was only one federal facility for women. This meant women across the country were displaced hundreds or thousands of km. Arbour inquiry led to more women prisons being built. Women were initially not seen as criminal but as people in need. This meant the townhouse model was very low level security. This led to all new women"s facilities having max security sections. Arbour inquiry followed a small riot at prison for women. Women were put back in segregation but they were very disruptive. Emergency response team was called and they conducted cell extraction of the women and strip/cavity searched. Okima ohchi is a healing lodge for aboriginal offenders. However the rate of women offenders is going higher than for the men.
