Deviant behaviour is a social phenomenon that is socially constructed. The media is largely influential in what is considered deviant. Why do people with certain social and physical characteristics appear more frequently in the statistics for deviant behaviour. Witches in salem - people who have been seduced by sorcery, demented my demons, or demarked by god. The question of if people are born evil or not is difficult to answer. Phrenology was hugely influential in the 19th century because it was the first scientific approach to deviance/social science it was the rocket science of the time. We try to control deviant behaviour through medication and institutionalizations but we cannot predict. Possible theory is deviance can be caused by physiological defect.
