disease
-fourth phase: early 1988 - no name for that period
-looked at HIV as human rights issue - he saw what was going on
-one of reactions of society: go back to what they were worrying about before like race, sex
-pressure on society and those that are prejudiced, pressure again
-from 1985-88 - agenda established, described AIDS involving econ, social, cultural, pol impact
too - development prob, not just med prob
-the most vulnerable, marginalized sectors are the first affected by this epidemic so have to
make sure their rights are protected
-impressed by quality of ppl that lived to rise challenge of AIDS
-he had holistic perspective - best one to fight a disease like AIDS
-compassion = major tool of AIDS
-if dot protet rights of edagered ppl, all rights uproteted

-the global response to HIV/AIDS show that how a prob is defined determines what we believe
can be done about it and from there what is actually done to address it
-each stage in evolution (the response to HIV/AIDS) = learning process, a building on experience

Universal Declaration of Human Rights Article 25
-Everyone has the right to a standard of living adequate for the health and wellbeing of himself
and of his fam, including food, clothing, housing, and med care and necessary social services,
and the right to security in the event of unemployment, sickness, disability, widowhood, old age
or other lack of livelihood in circumstances beyond his control
-global standard to access to wellness
Chronology of Strategies
-The global response to HIV/AIDS clearly illustrates the maxim that how a prob is defined
determines what we believe can be done about it, and from there what is actually done to
address it
-The history of the response to HIV/AIDS has developed in 4 phases:
-from a danger to be alerted about
-to a prob of ind beh
-to a societally contextualized behavioural issue, and finally,
-to a human rights-linked challenge
-how this impact ppl's ability to transmit the disease
-initially, was just a danger out there, a risk that could impact anyone and then started looking
more specifically like at behs
-became more clear that how might behave was very much linked to social and pol context so
the structures in which they found themselves
-connect health and HIV to a human rights linked context

-A sense of urgency defined the prob, and the public info materials developed in this period
often emphasized "danger" at the expense of clear info about prevention measures
-ppl still hold on to old strategies and try to reintegrate old strategies
-AIDS is fatal - prevention strategy dev in the 2000s (poster shown)
-things happen simultaneously
-diff ppl use diff strategies sometimes simultaneously, sometimes at diff time periods
