Security agencies and law enforcement agencies wield a great amount of power. All these methods can shape outcomes and have been used in democratic nations. Scholars have referred to this as shadow state or parallel state . The fears of the u. s government stem back to the communist subversion reached back to the consequences of bolshevik revolution (1917) U. s government fears include the civil rights and resistance movements. U. s security agencies saw the civil rights movement through the same perspective as the cold. They deemed the movement to be a national security threat: edgar hoover (1895-1972) Referred to himself as the s. o. g ( set of government ) Collected files and spied on political, civic, and public figures. During hoover"s tenure and even afterwards fbi continued to monitor and harass civil right leaders. Methods of monitoring included tracking communications and infiltrating various groups with agents.
