This identifies which actions are politically legitimate, and which are not. In westminster system, the government must have the consent of the house. This range of legitimate political actions also determine who is a legitimate political actor. Legitimate political actors are those who follow the unwritten rules of the game , in other words those whose actions are perceived as legitimate in a given culture. Illegitimate actors cheat or use strategies that might be unacceptable elsewhere but not in a given political community.
