It can sound like a condemnation of the cult system. It is really a condemnation of the lack of social justice: they are not saying, do not practice sacrifices at all, but that sacrifices and religious ceremonies do not mean anything if one is not practicing social justice. In other words: the proper worship of yhwh elohim must include the practice of social justice: this connects to main themes of the prophets: monolatry and social justice.
