This council was called to settle the question of the gentiles. All seem to accept that the gentiles had received the spirit. In other words, they were part of the righteous who would live in the kingdom of god. The main issue of disagreement concerned the torah. Most of those in jerusalem seem to think the gentiles should fully convert. If they are going to be part of the people of god, then they should follow the rules god gave for his people. The torah for them defined what was righteousness. It seems that many of the christians in jerusalem could not accept full acceptance of the gentiles. Paul and peter (and others) argued that since god had accepted the gentiles without following the torah, they did not have to follow it. Arguing against it could be seen as arguing against god. The moral aspects of the torah would still have to be followed.
