Almost all of paul"s letters are responses to things he has heard about in the communities he has established. They thus respond to a specific situation or occasion. Paul"s letters are thus part of his checking-up process. They were not written to be complete statements of theological doctrine. However, they do in passing contain much theology. The exception is the letter to the romans. Here paul presents his theology concerning the acceptance of the gentiles. Most of the new testament is composed of letters. The titles of the letters for paul are based on the names of the recipients. These are by the author of the gospel. The book of revelation is also a letter by john. Two are attributed to brothers of jesus: james and jude.
