English as their first language ensured that quebec kids had french as their primary language this effected a group called allophones. Allophones immigrant population newly arriving in quebec from all over middle east, Major businesses had to speak french if a restaurant had a menu in english, they could be fined. 1980 referendum tried to show that the majority of quebec wanted separation however, 61% of the population voted to stay in canada referendum fails however, levesue believed in the future more quebecois will vote for separation. Trudeau believes canada"s constitution is outdated and doens"t represent canada, and this referendum triggers him to create a new one believed it would end quebec"s desire for referendum. Pierre trudeau and other representatives get together and discuss a new constituion.
