What packer called models are in fact ideologies, and he developed two of them: the due process model and the crime control model. Different agencies can prioritize a different model than other agencies, although they are able to co-exist. For example, the police prefer the crime control model, while prosecutors follow the due process model: the due process model emphasizes the rule of law and the protection of the legal rights of the accused. It is viewed as being just and fair by upholding the ideal of equality throughout all areas of the criminal justice system. This approach operates on the basis of the need to administer justice according to legal rules and procedures which are publicly known, fair and seen to be just". The most important goal of this model is not to reduce crime but to see that justice is done specifically, by protecting the legal rights of the accused.
