Research goal = prevent poor candidates from going to development find problem as soon possible. 2. 5 billion from picking development candidate to development = where costs add up. Drug firms = reason why drugs cost so much. Mid 1980s = co expenditure escalated dramatically. Partly due to more enhanced regulation & more restrictions. Even if drug can be produced easily & efficiently.
