Participation and social capital
• A goal of development is to boost social capital, but what exactly is social capital?
o Defined by Putnam, the Grameen Bank and the Green Bank as the product of
networks based on trust with are making contracts easily enforceable and
creating law-abiding citizens
▪ Ties to community/trust in neighbour creates network of social actor
that creates social capital
▪ Shows an element of social discipline, and recognition of the other
• Putnam was measuring this social capital, showing that there has been a decline in
social capital i US, as alulatig peoples eerships to differet groups,
organizations, clubs, meetings etc.
• Another indicator Putnam used was philanthropy (but not necessarily direct
measurement of social capital)
Social capital according to the WB
• Social capital assessment tool (technical aspect is important):
o Mapping schools, roads, water, electricity, garbage etc.
o Will chart groups such as rural unions, credit, religious communities etc.
▪ All of this is additive (will add up number to see social capital)
▪ Might show how strong institutions are, and how likely people are to
trust one another
• This sort of social capital can be hoarded
o Marks a form of wealth and therefore the more the better
